Report

Article 47(4) of the EU Constitution contains the right of the European Citizens’ Initiative(ECI). The constitution was rejected. However, the scientific debate about direct democracy is currently very vivid. Our report offers detailed information about the Citizens Initiative in Italy. This tool is quite similar to the ECI.

Summary

" When one looks at all of the legislative periods, the following conclusions can be made:

1. There were a total of 213 citizens’ initiatives from 1948 to 2005.
2. 29 of which were successful = 13.6 %.
3. Regional initiatives first came into being in 1996.
4. There were a total of 153 regional initiatives from 1948 to 2005.
5. 18 of which were successful = 11.8 %.

 

However, it can be said (restrictively) that a great deal of the citizens’ and regional initiatives (since 1996) have not been addressed."
